This is a set up Upper Bars for the Carver Moped Racks.  

Note: for the Carver Moped rack be sure to specify the Moped version - the standard arms will fit but they push the rack out too far and cannot accommodate the safety bolt.

Depending on the position of your rack mount you can use the moped arm in the other mounts.
